Tian Xuebin pointed out that ICBC is my country’s largest state-owned commercial bank and the commercial financial institution with the largest scale of credit in my country’s infrastructure field. Over the years, ICBC has played a leading and exemplary role in supporting water conservancy construction with commercial finance, focusing on major strategies such as the development of the Yangtze River Economic Belt, ecological protection and high-quality development in the Yellow River Basin, and increasing its support for major water conservancy projects, water network projects, river basin flood control projects, Credit support for rural water supply projects, water ecological management and other water conservancy fields.

Tian Xuebin emphasized that water administrative departments at all levels must fully understand the new situation and new requirements of financial support for water conservancy infrastructure construction, anchor the overall goal of comprehensively improving national water security capabilities, and strengthen water conservancy Pre-financing planning, precise matching of credit fund needs, making full use of preferential financial policies, and continuously expanding the scale of water conservancy credit will provide solid credit funding guarantees to accelerate the construction of a modern water conservancy infrastructure system and promote high-quality development of water conservancy in the new stage.

Tian Xuebin requested that local water conservancy departments should focus on key areas of water conservancy infrastructure construction such as major water conservancy projects, rural water conservancy infrastructure, and other key water conservancy projects, and deepen cooperation with branches of the Industrial and Commercial Bank of China. Strengthen precise docking, promote key reforms, and strive to ensure the accelerated implementation of financial support for water conservancy infrastructure construction policies.

Zhang Wenwu emphasized that we must deeply understand that water conservancy infrastructure is a powerful guarantee for achieving high-quality development and overall national security, and strengthening water conservancy construction is a key area to stabilize the economic market and expand effective investment. During the "14th Five-Year Plan" period, ICBC plans to provide 800 billion yuan of intended financing support to the water conservancy industry. Institutions at all levels must provide services in key areas, refine and implement work responsibilities, strengthen the construction of collaborative linkage mechanisms, and accelerate promotion with practical actions. The policy of financial support for water conservancy infrastructure construction has been implemented and has achieved results, making new contributions to promoting high-quality development of water conservancy in the new stage.

The Finance Department of the Ministry of Water Resources and the Corporate Finance Business Department of the Head Office of the Industrial and Commercial Bank of China interpreted relevant policies on financial support for water conservancy infrastructure construction. Four units including the Water Resources Department of Jiangxi Province and Guangxi Zhuang Autonomous Region, and the Zhejiang and Shandong Branches of the Industrial and Commercial Bank of China made exchange speeches.
