Finally, the appraisal certificate was discussed in detail. After full discussion and careful study, the acceptance committee unanimously agreed to pass the start-up acceptance of the last unit (Unit No. 1) of the Xianghe Water Conservancy Project.

The Tibet Xianghe Water Conservancy Project and supporting irrigation area project is one of the 172 major water conservancy projects for water conservation and water supply identified by the State Council. It is also a key backbone project of the "13th Five-Year Plan" for water conservancy reform and development in the Tibet Autonomous Region. . The project is located in the upper reaches of the Xiang River in Nanmulin County, Shigatse City, Tibet Autonomous Region. It consists of a barrage, a cave spillway, a diversion and flood discharge tunnel, a power generation water diversion system, a power plant building, and a fish passage. It is a controlled part of the main stream of the Xiang River. The project and the comprehensive agricultural development project in the river basin are a large-scale backbone project focusing on irrigation, water supply, improving the ecological environment of the nature reserve, and taking into account comprehensive benefits such as power generation. It has significant economic, social and ecological benefits. The project consists of two parts: the hub project and the supporting irrigation area. The total storage capacity is about 113 million cubic meters. The power station has an installed capacity of 40 megawatts. The multi-year average power generation is 138 million kilowatt hours. The designed irrigation area of ​​the supporting irrigation area is 124,900 acres. The multi-year average water supply is 111 million. cubic meter.

After the project is fully completed and put into use, it will effectively solve the production and living water problems of the people in the area, making the Nanmulin County Irrigation District the largest "granary" in Shigatse City and a national natural resource for black-necked cranes. The ecological environment of the reserve has been upgraded; at the same time, it can also provide power support for the Tibet-Central Power Grid, continue to optimize the local energy structure, and accumulate valuable experience for the construction of large-scale water conservancy and hydropower projects in plateau areas, effectively promote local economic and social development and improvement of people's livelihood, and promote Poverty alleviation and rural revitalization are effectively connected.
